Traffic Control plan – Check List & Guide Lines

Traffic Control plan, The basic objective of each traffic control plan or (TCP) is to permit the contractor to work within the public right of way efficiently and effectively, while maintaining a safe, uniform flow of traffic.

Both construction work and the public must be given equal consideration when developing a traffic control plan. In addition, when considering the public, attention must be given to all aspects of travel through the work zone: i.e., vehicular, bicycle, and pedestrian.

Checklist & Guidelines:

It is the goal of the Engineered Traffic Control PlanTraffic Control Plan (TCP) to achieve balance between providing a safe working environment within the right-of-way, and providing motorists, bicyclists, and pedestrians with a safe and efficient means to travel through the work area.

Following the submittal of traffic control plans, all plans shall be reviewed within five (5) working days. A traffic control plan that does not include all of the required elements listed below will be found incomplete, and returned for revision and re-submittal.

The following checklist is provided to assist Developers and Contractors in establishing uniformity in the development of TCP’s. This checklist should be used as a guide to ensure that all of the basic elements are covered, and will help speed-up the plan review process.

Traffic Control Plan

1. TCP shall be legible; using either ink or computer generated graphics.

2. Indicate contractors name, address and telephone number. Include name and telephone number of the 24-hour contact person representing the contractor.

3. Indicate north arrow and scale or NOT TO SCALE (N.T.S.).

4. Show all streets in the work zone vicinity to ensure proper orientation.

5. Show all existing traffic signals and traffic control signs.

6. Show existing striping, pavement markings, painted crosswalks and bike lanes. Include total roadway widths, individual lane widths, bike lane widths, median dimensions, etc.

7. Show existing curbs, gutters, sidewalks, driveways and intersections in the construction work zone including areas affected by taper transition.

8. Indicate posted speed limits.

9. Show location and dimensions of the construction work zone.

10. Show staging area and materials storage area, as appropriate.

11. Indicate locations of construction signs, barricades and delineators (includes cones).

12. Label all taper lengths and widths, delineator spacing and sign spacing. All taper lengths shall be per Local standards.

13. Use a legend to define all symbols and designate them with Local nomenclature.

14. Show all parking restriction zones and signs, as appropriate.

15. Road closures will require approval from the Deputy Director of public Works for Transportation or his/her designs. Any road closure also requires notification be provided to the Local Fire Department, as well as the Local police Department.

16. Signs and barricades will be required to direct pedestrians through or around the construction work zone and shall be shown on the TCp.

17. Indicate the encroachment permit number or improvement plans number on the TCp.

18. Indicate the duration of the construction work and subsequent traffic control on the plan.

GENERAL NOTES:

All traffic control devices shall conform to the latest edition of Traffic Manual of Traffic Control Devices for Construction and Maintenance Work Zones and the Standard Specifications for public Works Construction.

1. The City, through its designated employees, reserves the right to initiate field changes to assure public safety.

2. If a road closure is approved for a specific duration, the contractor shall submit a bond for a penalty drawn in favor of the corresponding city of the state. If the road is not reopened on the approved date, an amount prescribed by the state per day the it shall be deducted from the bond as liquidated damages.

3. All traffic control devices shall be removed from view when not in use.

4. Work hours shall be restricted to between 8:00 a.m. to 4:00 p.m. unless approved otherwise or according to the custom of the area..

5. Trenches must be back filled or plated during non-working hours.

6. pedestrian controls shall be provided as shown on the plans.

7. Temporary “NO PARKING” signs shall be posted 24 hours prior to commencing work.

8. Access to driveways will be maintained at all times unless other arrangements are made.

9. The contractor shall make immediate temporary repairs to any street light/traffic signal conduit damaged during construction. permanent repairs must be made within five (5 say) working days.

10. All striping removed or damaged, will be replaced by the contractor with like material within 24 hours (or replaced with temporary tape, though the contractor is still responsible for the full replacement as mention above).

Traffic Control, the back story.

Traffic Control, the back story. Intersection is an area shared by two or more roads. This area is designated for the vehicles to turn to different directions to reach their desired destinations. Its main function is to guide vehicles to their respective directions. Traffic intersections are complex locations on any highway. This is because vehicles moving in different direction wan to occupy same space at the same time. In addition, the pedestrians also seek same space for crossing. Drivers have to make split second decision at an intersection by considering his route, intersection geometry, speed and direction of other vehicles etc. A small error in judgment can cause severe accidents. It also causes delay and it depends on type, geometry, and type of control. Overall traffic flow depends on the performance of the intersections. It also affects the capacity of the road. Therefore, both from the accident perspective and the capacity perspective, the study of intersections very important for the traffic engineers especially in the case of urban scenario.

Conflicts at an intersection

Conflicts at an intersection are different for different types of intersection. Consider a typical four-legged intersection as shown in figure. The number of conflicts for competing through movements are 4, while competing right turn and through movements are 8. The conflicts between right turn traffics are 4, and between left turn and merging traffic is 4. The conflicts created by pedestrians will be 8 taking into account all the four approaches. Diverging traffic also produces about 4 conflicts. Therefore, a typical four legged intersection has about 32 different types of conflicts.

The essence of the intersection control is to resolve these conflicts at the intersection for the safe and efficient movement of both vehicular traffic and pedestrians. Two methods of intersection controls are there: time sharing and space sharing. The type of intersection control that has to be adopted depends on the traffic volume, road geometry, cost involved, importance of the road etc.

Levels of intersection control

The control of an intersection can be exercised at different levels. They can be either passive control, semi control, or active control. In passive control, there is no explicit control on the driver . In semi control, some amount of control on the driver is there from the traffic agency. Active control means the movement of the traffic is fully controlled by the traffic agency and the drivers cannot simply maneuver the intersection according to his choice.

Passive Control

When the volume of traffic is less, no explicit control is required. Here the road users are required to obey the basic rules of the road. passive control like traffic signs, road markings etc. are used to complement the intersection control. Some of the intersection control that are classified under passive control are as follows:

No control  If the traffic coming to an intersection is low, then by applying the basic rules of the road like driver on the left side of the road must yield and that through movements will have priority than turning movements. The driver is expected to obey these basic rules of the road.

Traffic signs:

With the help of warning signs, guide signs etc. it is able to provide some level of control at an intersection. Give way control, two-way stop control, and all-way stop control are some examples. The GIVe WAY control requires the driver in the minor road to slow down to a minimum speed and allow the vehicle on the major road to proceed. Two way stop control requires the vehicle drivers on the minor streets should see that the conflicts are avoided. Finally an all-way stop control is usually used when it is difficult to differentiate between the major and minor roads in an intersection. In such a case, STOp sign is placed on all the approaches to the intersection and the driver on all the approaches are required to stop the vehicle. The vehicle at the right side will get priority over the left approach. The traffic control at ‘at-grade’ intersection may be uncontrolled in cases of low traffic. Here the road users are required to obey the basic rules of the road. passive control like traffic signs, road markings etc. are used to complement the intersection control.

Traffic signs plus marking:  In addition to the traffic signs, road markings also complement the traffic control at intersections. Some of the examples include stop line marking, yield lines, arrow marking etc.

Semi control

In semi control or partial control, the drivers are gently guided to avoid conflicts. Channelization and traffic rotaries are two examples of this.

Channelization:

The traffic is separated to flow through definite paths by raising a portion of the road in the middle usually called as islands distinguished by road markings. The conflicts in traffic movements are reduced to a great extent in such a case. In channelized intersections, as the name suggests, the traffic is directed to flow through different channels and this physical separation is made possible with the help of some barriers in the road like traffic islands, road markings etc.

Traffic rotaries:

It is a form of intersection control in which the traffic is made to flow along one direction around a traffic island. The essential principle of this control is to convert all the severe conflicts like through and right turn conflicts into milder conflicts like merging, weaving and diverging.  It is a form of `at-grade’ intersection laid out for the movement of traffic such that no through conflicts are there. Free-left turn is permitted where as through traffic and right-turn traffic is forced to move around the central island in a clock-wise direction in an orderly manner. Merging, weaving and diverging operations reduces the conflicting movements at the rotary.

Active control

Active control implies that the road user will be forced to follow the path suggested by the traffic control agencies. He cannot maneuver according to his wish. Traffic signals and grade separated intersections come under this classification.

Traffic Control using signals:

Control using traffic signal is based on time sharing approach. At a given time, with the help of appropriate signals, certain traffic movements are restricted where as certain other movements are permitted to pass through the intersection. Two or more phases may be provided depending upon the traffic conditions of the intersection. When the vehicles traversing the intersection is very large, then the control is done with the help of signals. The phases provided for the signal may be two or more. If more than two phases are provided, then it is called multi-phase signal.

The signals can operate in several modes. Most common are fixed time signals and vehicle actuated signals. In fixed time signals, the cycle time, phases and interval of each signal is fixed. each cycle of the signal will be exactly like another. But they cannot cater to the needs of the fluctuating traffic. On the other hand, vehicle actuated signals can respond to dynamic traffic situations. Vehicle detectors will be placed on the streets approaching the intersection and the detector will sense the presence of the vehicle and pass the information to a controller. The controller then sets the cycle time and adjusts the phase lengths according to the prevailing traffic conditions.

Grade separated intersections:

The intersections are of two types. They are at-grade intersections and grade-separated intersections. In at-grade intersections, all roadways join or cross at the same vertical level. Grade separated intersections allows the traffic to cross at different vertical levels. Sometimes the topography itself may be helpful in constructing such intersections. Otherwise, the initial construction cost required will be very high. Therefore, they are usually constructed on high speed facilities like expressways, freeways etc. These type of intersection increases the road capacity because vehicles can flow with high speed and accident potential is also reduced due to vertical separation of traffic.

Channelized intersection

Vehicles approaching an intersection are directed to definite paths by islands, marking etc. and this method of control is called Channelization. Channelized intersection provides more safety and efficiency. It reduces the number of possible conflicts by reducing the area of conflicts available in the carriageway. If no channelizing is provided the driver will have less tendency to reduce the speed while entering the intersection from the carriageway. The presence of traffic islands, markings etc. forces the driver to reduce the speed and becomes more cautious while maneuvering the intersection.

Seven Day Sonnet starts pre-production on new album!

Seven Day Sonnet has been hitting the writing process hard for this new album of theirs.

Bassist Anthony Lojeski has said this new album will “absolutely capture the essence of who and what Seven Day Sonnet is.”

It’s a very exciting time for all as this is Seven Day Sonnet’s first true compilation and new music since 2009! Their existing and soon to be new fans are really in for a treat.

They’ll be launching an interactive recording process starting in March so make sure you stay up to date Seven Days a week with Seven Day Sonnet on their Facebook page to see what their doing and how you can get involved.

“Wow, what a great year we’ve had, touring with the mighty Sevendust, Adelitas Way, Nonpoint, Rev Theory, Eye Empire, Emphatic, Finger 11, Madam Adam, 3 Pill Morning, Pop Evil, Candlelight Red, Sugar Red Drive, Saliva and many others!”

“Our first ever two pushes to radio with “Hapless” and “Farewell To Good Days” have kept us on the charts nonstop from March 1st, 2011 to now and we’re still going! That’s over nine months! All because Big Time Records (BTR) our fans and radio programmers believe in us!”

“Additionally, we have had several features and interviews in Guitar World, Revolver, MySpace, AOL Noisecreep, KiK Axe, Blabbermouth, Loudwire and so many more. The music video for “Farewell To Good Days” was added to MTV, and we were featured with the one and only Lou Brutus on HardDrive Radio several times.”

“We landed so many incredible endorsements like the amazing ESP that totally hooked us up with our axes, Pearl with our drums, Promark with our sticks, Bogner, Mesa-Boogie, Spector, Toontrack, WB Gear, InTune, Big Bends, SIT Strings and Jaigermeister!”

“We toured pretty much nonstop from December of 2010 through December 2011 for our amazing fans that have now become family! Our Seven Day Sonnet Seven Weeks of Christmas promotion has thus far claimed Jessica Brown, Aslan Miller, Algeny Walker, Jennifer Folker, Robert Peterson  and Adam Patino as $500 winners with two open spots for YOU still win as well!”

“But the most exciting news has yet to come; 2012 is going to be so incredibly huge that we’re dying to tell you but we just can’t spill the beans yet. We have huge tours coming, we have our best work yet to record and get your ear holes through our first ever full length album through Big Time Records (BTR). We have some huge house hold name bands and band members that are going to play on our new album with us! Yes, we have some huge bands that are going to jam right along with us on our new album it’s going to be awesome!”

“Big Time Records has secured worldwide physical and digital distribution through a major label to be named shortly as well. That means you’re going to see us at Best Buy, Wal-Mart, Target, FYE and on and on! We can’t wait to show and tell you what’s coming! Thank you so much for all the love and support you’ve shown us, there’s no way we could possibly do any of this without you. Farewell To Good Days hits #1

Seven Days Sonnet’s “Farewell To Good Days” breaks yet another personal best hitting #1 on The BDS New and Active Chart. Over all they are at #33 on the charts sharing space with some of the most amazing and talented bands on the planet. They are beyond honored and so very grateful to their fans, program directors and music directors that have made this all possible. They have some huge tour news coming so check back here and their facebook page www.facebook.com/7daysonnet often to stay up to date.

NEW TOUR DATES ANNOUNCED!

We’ll be kicking off a tour on October 7 at Naval Station Great Lakes in Great Lakes, IL with special guests Sugar Red Drive and Hierosonic where we will play a private concert for active duty and retired Naval Personnel and their families who live and work on the base as part of the week-long event called “MWR (Morale, Welfare, and Recreation) Customer Appreciation Week” with dates to follow deemed the Fallen Heroes / Rising Rock tour witha portion of proceeds going to benefit the Intrepid Fallen Heroes Fund.

Seven Day Does it again!

No Fluke Here! Seven Day Sonnet and Big Time Records defy the odds yet again reaching #34 on the BDS active rock charts with their newest single “Farewell To Good Days” this is their second push to radio, first with “Hapless” now with “Farewell To Good Days”

“A  truly humbling feat to say the least as we are on the same chart amongst the stiffest competition of the year with bands and labels that for the most part are all house hold names,  icons and mentors to the band and label.”

In less than six months Seven Day Sonnet has gone from a relatively unknown band to a band that in two attempts to radio have succeeded both times now in breaking the top 40.

“We are honored to be here and truly want to thank our FANS, team and every radio station and program director that has given us the shot and helped us get where we are. We have a long way to go no doubt but we cherish every second of the journey and people that are making this happen, truly we thank you all.”
